shaheeds are programmed to fly at 50+ms. cram and iron dome is very effective at that altitude up to several 100ms. If shaheeds fly in dense areas at 15-20m just above buildings and around taller buildings then it will be much harder to hit by machine gun based systems in dense building areas like these.

In flat areas 10ms or less altitude is possible where we see ukranian drone videos flying just nap of earth. But they are controlled by starlink realtime by ground operators. In Irans case the drones are guided by ins gyros only so a pre-calculation of altitude is necessary over its flight path to get minimum altitude. They can also fly at 5ms 3ms or less above sea level similar altitude of anti ship missiles this can complicate their detection by airborne systems while flying over Persian gulf.
