That's the plan. Either Iran wins this war and reaches a peace deal it wants or it loses completely and has to surrender. There's no middle ground. The Leadership (Rahbari) in Iran has always referred to the Supreme Leader. He's the one that makes the final decision. Then you have Supreme National Security Council which consists of the President, the Head of Parliament, people appointed by the Supreme Leader and people appointed by the President.
A secretary or an assistant is not part of the decision making body in Iran.
Even if Iran has the Su35 and Su57, it would not have a chance against stealthy F35 F22. It's useless to build a non stealthy airforce and eventually lose it all in one round of fighting. When you don't have the means of delivering ordances to your enemies via jets, your best option is to have the ordances delivered to your enemies via drones and ballistics missiles. As for air defence, we can see that long range air defence was never meant to be the sole and main weapon to fight against a first world air force like Israel, let alone a combined Israel and U.S. With the invention of cheap drones and stand off weapons, even if you can overcome electronic warfare jamming, your air defence will soak up all the rounds just to engage those munitions coming at your radar before you have a chance to aim at the jets. Air defence can only be effectively employed in Iran as part of an ambush with the air defence unit detecting and guiding the missiles with passive EO IRST. I think this passive detection amd ambush still works for air defence but you need thousands of these SHORAD like the Russian sosna to work.Their reasoning was that building an air force was out of the reach for them. A jet fighter has too many hi-tech components that is impossible to master for Iran without foreign help. And the US would still gain air superiority anyway. So, they decided to bet their money on missiles.
I have always been against that tactic, but it is what it is.
