But Turkey doesn't have nukes either. It doesn't have nuclear enrichment to begin with.

Iran's nuclear program was initially meant for building nukes, I believe. Natanz and Fordow could host up to 2,000,000 SWU/year with Iran's IR-8 centrifuges.
