Far from it. Iraq was a existential threat for Kuwait and Bahrain. The region back then was on verge of war for years.Iraq was quickly dismantled and gulf Arab states were under U.S. protection for obvious reasons.
Today it is not. There are good relations with Iran. Iran isn't like Saddam won't commit to a crazy ground invasion effort. Iran was also attacked by Saddam.
It is not the case today. You just get occasional skirmishes every few years. Recently it got worse for Iran because Gaza got ruined as a result of Israeli waged genocide on Palestinian population there
Gaza was the whole Axis of Resistance when it came to actually striking Israel. Without it the rest of parties posed no serious threat and there's no risk to attacking Iran.
