The War Powers Resolution actually allows up to 60-90 days of war without congress approval. He can commit to boots on ground without the onus of "self-defense"Wrong.
To declare war he needs congress approval....Emergency Powers grant him the right to respond to an impending attack or to defend the US if attacked...not powers to put boots on the ground on another country without that said country endangering the US mainland or US forces.

Besides they are more interested in an aerial campaign right now, both of which he can do easily without congress.
