Personally I thought the plan was they would be used to fight and pacify the Iraqi militias once Iran fell.

They don't have the experience, equipment, or resources needed to engage in a civil war on the peaks of the Zagros Mountains. They will most definitely lose control over certain areas. At least the Iranian forces won't be able to access some parts of the territory for a period of time. However, this is not something extraordinary. Look at Syria. Or Turkey pre-Erdoğan.
