Bases with military assets sitting out in the open seem to be a great target for those K-4 cluster missiles. Those small submunitions are extremely weak, they can barely make a dent to hardened structures, but are perfect for soft skinned targets sitting in the open on bases like airplanes and jets, and they cover a big area so they can damage and take out many enemy military planes and vehicles at once.
