1. 10% goes to bribing politicians and pork spending
2. 5% commissions to retired generals for “consultancy
3. 15% on pie in the sky R&D
4. 20% on pensions and veterans welfare
5. 20% on military bases
3. Most of the rest is gobbled up by defence contractors
