I am definitely not very familiar with radio signal analysis, so my findings are based on the surgery of the content of the encrypred messages. Pointless story time by old man rescue ranger. About 2012-2015 belive it not trainers from Pakistan went to develop the UAE emergency response program.


I was part of said contingent - we stayed for one month trained local trainers and returned.


One of our trainers (name withheld) decided to take up a full time permanent post in Dubai as a master trainer and manager to develop the long term project.

As soon as all the local emerati trainers and managers were trained up the Govt. Of Dubai kicked him up is ass and returned him to Pakistan citing this post was now reserved for UAE nationals only.
