Saudis are also a heavyweight in the PGCC, and it is Iran's interest to ensure their infrastructure is not touched.

The Iranian response should be focused on the countries directly participating in the attacks against Iran.

Even today Iran hit kc-135 on ground in their bases belonging to USA. There’s tonnes of evidence of Saudi involvement in this war.

They can't do serious damage, most the ballistic missiles cause a tenth of the damage of an Israeli airstrike which can take down large buildings. Iran's card to play is fear, a few missiles an hour spread across Tel Aviv so that every area needs to constantly be in and out of shelters, will break the population, if it's not already. People won't tolerate not being able to sleep, to spend half their day running in and out of shelters, can't work, can't go to school, can't stay at home, can't relax, can't live. And that is fairly easy to achieve, at minimal cost and will be highly effective.
