It looks like IRGC is either hoping for deescalation, or we are not able to do serious damage to targets. What other reason exists for them to wait for Israel and US to destroy something of ours before they respond?

Saudi Arabia is not participating in this conflict; the UAE is.

Saudis are also a heavyweight in the PGCC, and it is Iran's interest to ensure their infrastructure is not touched.

The Iranian response should be focused on the countries directly participating in the attacks against Iran.

3 confirmed as destroyed, the claim on the other 4 is questionable I would say.
( still good success for Iran ).

Even today Iran hit kc-135 on ground in their bases belonging to USA. There’s tonnes of evidence of Saudi involvement in this war.

It's amazing all the claimed attacks and all we have is a cut of video of a plane getting almost hit.

Because it is a war crime and they can not claim that they are only bombing military targets.

They can't do serious damage, most the ballistic missiles cause a tenth of the damage of an Israeli airstrike which can take down large buildings. Iran's card to play is fear, a few missiles an hour spread across Tel Aviv so that every area needs to constantly be in and out of shelters, will break the population, if it's not already. People won't tolerate not being able to sleep, to spend half their day running in and out of shelters, can't work, can't go to school, can't stay at home, can't relax, can't live. And that is fairly easy to achieve, at minimal cost and will be highly effective.
