Regardless of Trump's rants, JD Vance at least talks sense, at times. So this indicates US giving up, if Iran opens Hormuz. The military buildup, as per Reuters, is a pressure tactic to force Iran into a ceasefire with the US.

The US isn't offering anything in return. A ceasefire with the US is worthless. That's the problem with maximum pressure - whether the war continues or we get a temporary, guaranteed to be broken ceasefire with sanctions on top, it's more or less the same for Iran.
