Fighter jets wont be delivered anyways as we see in Iranian order of Su 35s or would be delivered slowly which wont be sufficient in conflict time. Indegenous 4th gen. fighter program would take years to mature even Iran was not under sanctions yet a 5th generation aircraft is a whole different ball game. Airbases will be destroyed in the initial days of the war by albms.This also shows importance of having fighter jets with long range BVR weapons. Both US and Israel are using stand off weapons which shows they dont completely control the skys, a fighter jet with those long claws would give them more losses and prevent allot of the civilian infrastructure destruction we have seen.
Iran strategised a war without an airforce or navy, knowing the economic and civilian cost which tells us they can continue fighting like this for a long while.
For longer ranges I agree there should be something as well. EO/IR sam system is a must but it only covers a small perimeter. What could have been done is Iran could produce more numbers of Karrar(or bqm 177 like high altitude jet drones) with basic wvr(or lower end of bvr with ir missiles) a2a functionality and irst sensor on its nose. Launched by rato and recovered by parachute they dont require vulnurable airbases. Also when one of them is hit I think nose section that contoins the expensive irst-brain can separate and still be recovered by parachute. It is a much smaller vehicle than an airplane that can in theory intercept aircraft. Comm jamming would be an issue though for unmanned sytems.
