Iran has lots of MANPADS. Iran has manufactured MANPADS for decades but Iran does not and will never have enough MANPADS to cover its entire 1.7 million KM square landmass.

You seem to be demanding so much from Iran when they are facing two NUCLEAR-armed nations, and no one else is coming to Iran's aid except a few Shia Arab groups in Iraq, Lebanon, and Yemen. Iranians have done well so far, and they do have a capable leadership who know their capabilities better than anyone else and what they can achieve through the battlefield and in negotiations as well.
