Actually they were :)

IIrAF was the first customer outside of NATO to order F-16s in 1976. They ordered 160 plus 140 option for a total of 300. A big chunk of payment was already made and has since been frozen.
The aircraft were even painted for delivery at the time of the revolution. The embargoed aircraft were then routed to Israel and may have been the same that bombed Osirak Nuclear Reactor in Iraq.

Iirc GD was very much lobbying regan admin for sale to Pakistan for this reson and they had prepared all this capacity for iran and with pres carters export restrictions alongside revolution they did not have enough customers
