Perhaps it was an attempt to give Mr Trump a face saving exit, but it backfired because Trump, being the fragile egotistical hypermasculine fool that he is, mistook that gesture for weakness. Instead of calling off the US blockade, he doubled down on it. Iran then had to backtrack as well and now we are all in a worse place. The mediators must be working overtime on a fix.

No need to overthink. The IRGC guys who are enforcing strait closure don't answer to Iranian FM. The FM and his coterie can sign all the deals they want, if IRGC doesn't like them, they will ignore them.
