This is what everyone is missing... this whole charade has been running supraconstitutional! He's been running this whole thing with executive powers... with no congressional supprt or declaration of war. He cannot offer what he cannot repeal with his own diktat or fiat.
So 60 days is an exercise in theater unless the congress is on board and repeals the sanctions.
