From the way I see it, they are trying the "Control by Fear" psychology. By causing chaos in a country via senctions and choking their economy, isolation, civillian uprising/protests, terrorism and threatning to use nuclear force, they want to bend every country to their will. Any country that is out of line or doing something that is against US's interest will first be dealt with using a economic chokehold and later via force if the said country continues to persist.
