There was a period of time when Iranian officials could travel to western countries relatively hassle free from 1990-2010. None of this is shocking. Even Ali Larijani’s daughter was in the U.S. working as a Doctor in 2026 until the media uncovered her.

First of all, he was an IRGC member, because of this fact, he cannot go outside the country, roam and sign deals with corrupt western countries.
He could not have traveled to Western countries freely because he had previously been a member of the IRGC and had served in many sensitive government institutions. In Iran, there is a regulation under which anyone who has held even a relatively minor government position must submit an official departure form to their respective organization before leaving the country, and an arrival form upon returning.
In this particular case, the alleged destinations were Western countries that have traditionally been hostile toward Iran. Therefore, anyone who traveled to such countries for unauthorized reasons—especially someone who himself held senior government positions—would likely be placed on a watchlist of individuals suspected of espionage or working for foreign powers.
In principle, Iran's Supreme Leader, as the country's highest authority, is regarded as one of the foremost opponents of Western and U.S. hegemony. Given all of these circumstances, only a fool could believe that the son of Iran's Supreme Leader traveled to the West to conduct a deal with Western countries without the knowledge of other senior Iranian officials.

Gasoline prices have come down since April. Not to what they were prior to the start of the current conflict but still down.

It appears that the massive presence and close electronic surveillance are preventing Iran from easily deploying Nasr and Noor missiles to maintain its denial of access to the Strait of Hormuz.
In that case, a tactical shift and the use of low-profile weaponry could help overcome that pressure. And in my opinion, much of that weaponry has already been designed and tested by Iran.
1.- Electric Shahed 101 with an infrared seeker. Its radar signature is minimal due to its small, carbon-fiber airframe. Its thermal signature is likely even lower, and it does not require a launch vehicle, unlike some versions of the Shahed 136 or anti-ship cruise missiles.
2.- Ashura self-propelled artillery, based on an IVECO 6x6 truck and capable of firing and vacating its position—seeking shelter in tunnels—before being detected. This system also utilizes "Basir" laser-guided 155mm ammunition; with this munition, any drone or special operations team can laser-designate ships crossing the southern corridor of the Strait, making the system virtually unstoppable.
3.- Unmanned fast attack craft equipped with rockets or torpedoes. If designed using carbon fiber—like certain Ukrainian models—and coated with radar-absorbent paint, they can approach close enough to launch their payload before being detected. To reduce costs, they can be equipped with inertial guidance and two-stroke engines, similar to those used in Shahed drones.
None of the 3 systems require line of sight between the target and the launcher (they're indirect fire). None of them require radar or even radio emissions. And all of them are cheap enough to be massive deployed.
