I think you don´t understand the IRGC doctrine of asymetric warfare. That is the reason why they invest heavily in road mobile launch system with radars, from old Tabas to newest Arman systems all of them share the capability of operating with a single vehicle, track and shoot missiles against any enemy aircraft. Even Azarakash SHORADs are designed to be able to operate in a single vehicle.

You can destroy all S300 PMU-2, and after them all Bavar 373, and even many Mersad and Khordad 16 systems, but IRGC will always have any Tabas, 3rd Khordad or even a Arman ready to use in their multiple underground or improvised dugouts.

These SHORADS have very limited range

Unfortunately you're so right! Last time I was in Iran I met so many, specially in Teheran and Esfahan, who fit the bill. Their wettest dream was to be pretend liberal Westerners and to be in the West. Alhamdu lillaah there's still a healthy majority who make up the beating heart of the Islamic Republic!
