And that's the problem, Iran has seemingly defined itself as a revolution ongoing, so would you be helping the state or the Revolution?To get help, one needs to help themselves first. And asking is not shameful, too. Iran has been very stubborn, stalling basics of integration. They also seem like to downplay the need of external assistance and we find some of their approaches iffy, lacking resolve.
If Iranian establishment shows it's grit to commit, I'm certain both Russia and China will help. But no one wants another Assad.
Because I don't think anyone wants to help the Revolution and if you did act as if you were helping the Revolution then you would inherit all the enemies of the Revolution
