You have to destroy the critical infrastructure first.

Iran is not targeting things that will hurt Israel to back off, it is still for some reason doing tit for tat of copying the target types for targetting. Ie if Israel target a bus station, then Iran will target a bus station also. How is that a military strategy?. Israel is controlling what Iran decides to target in Israel right now.
