The ceasefire was offered to Iran by global powers while Ba'ath army troops were still present on Iranian soil and Iran lacked every leverage to take them back.

Khamenai has max 10 more years, there must be some religious hardliners or nationalist in power in Iran that wants the safety and power that comes with being a nuclear power? if Iranian truly wants to be a country with independent foreign policy then they need to push for this.
