Palestinians are still being killed in the hundreds daily. American’s don't have unlimited GBU bunker busters. Just around 50! Plus the Iranians probably have countermeasures to deflect them. America can not afford to use them all up they will need them against China. The .Chinese research indicates that angled concrete structures can deflect bunker busters, similar to how tank armour is designed to deflect certain explosives!
Dropping multiple GBUs like on a fortified target in real-time combat has never been tested! It might work, but many experts are not too sure! According to experts the rubble will refill the hole again.
