Why would fuel tanks (if they are really from Israeli jets at all) on Caspian sea coast indicate Azerbaijan? Israeli jets already operated over Tehran, and Caspian Sea is only a bit farther to the north. We also know they hit some places on Caspian Sea shorte itself, like Rasht. Again, short distance from Tehran itself.
