It's quite simple. Any of the global powers can accuse Iran of violating the deal and unless everyone agrees that Iran has not violated the deal, the sanctions will snap back.

the process is called dispute resolution mechanism but the effect of the 'mechanism' is what you describe. Zarif doesn't seem to recognise that concepts such as 'acting in good faith' or 'exhausting the dispute resolution mechanism' are subjective and unenforceable
