Yes but Iran needs conventional capabilities as well. I dont know what the hold up is on nukes. They probably have the device already made. They had a nuclear weapons program in the early 2000s and the north koreans developed nukes(they are Irans allies).

There are armed Arab separatists in Khuzestan, but they aren't that many. A few thousand at most. Not even 5K, unless Israel has hired more recently.
