I'm not sure if things have changed, but last time I was there most internet was via cellular networks rather than wired networks. May have to do with that, naturally the speed will be slower than wired networks.

In Iran rules are for the show. We have a massive number of deaths and injuries due to road traffic accidents. Iran’s road traffic death rate is over three times higher than the EU average.
 
One of the major contributing factors to Iran’s exceptionally high rate of road traffic accidents — estimated to be 3 to 5 times higher than the European average — is the country’s challenging topography. Approximately 50% of Iran’s road network traverses mountainous or rugged terrain, particularly across the Alborz and Zagros mountain ranges. These regions are characterized by steep gradients, sharp curves, frequent landslides, and rapid weather fluctuations, all of which significantly elevate the risk of vehicular accidents.

Landslides, fog, and narrow passes increase accident risks.
