Only if you have used adsl or vdsl hereI'm not sure if things have changed, but last time I was there most internet was via cellular networks rather than wired networks. May have to do with that, naturally the speed will be slower than wired networks.
They're no longer providing copper cables in non-major cities and it's already starting to happen in large cities as well.
