You can't blame everything on 1 person. He should have made reforms, I don't know if it was completely his choice not to do that. Reforms, change of constitution, participation of other parties and voices was needed to prevent todays situation.
Good that he escaped alive to start a new life, instead of getting a screwdriver in his back part.

mostly refined oil (gasoline, diesel) since Iraq lacks the refining and distribution infrastructure

I know this may sound corny. But I want to state that as Sunni Muslim I really admire and appreciate the sacrifice and martyrdom of Iranians, hezbollah, hamas, houthis etc against the Zionist entity. Things might look tough, but true power is in the hands of Allah swt. I pray and hope that Iran continues to prosper and grow in power against its enemies especially the Zionists and US
Iraq doesn't import oil from Iran, Iraq only imports natural Gas, and it's not for free.
