Can someone explain to me why iran never targets anything strategic? Like airfields and what not? Attacking civilian centres seems worthless.

You raise a valid point: Balkanization of Iran.

By doing so you remove the threat of Iran ever becoming a regional/world power again for next 1000+ years.
