Mi-28 can be fitted with Iranian weapons instead of Ataka/Vikhr
if its Russian , they put some pesky encryption and propriety data-link there to make it impossible until you change all the subsystem.
and when ours is better why not stick to it, for what for more armor ? did those extra armor helped Russia helicopter in ukraine when they faced man-pads?

Mi-28, 24 and Ka-52 played major roles on the battlefield, you are only cherrypicking the losses which happened both for Ukraine and Russia

Iran would never buy them without being able of installing other weapons on it, like we are going to go for 6km Ataka instead of all the more advanced missiles we have, Iran never did this for any weapon delivery such as Kilo submarine, Russia doesn't care if Iran don't wont to buy their ammunition

does kilo submarine have any guided weapon? does it have any datalink ?
 
and soon they are gonna buy mil-28 with their inferior armament instead of using the money to build more of these
all the system with these upgraded AH-1 are replaced they just need to build or import some engine from russia to build more of them

The IRIAA has no plans for acquiring Mi-28s because of the investments that they have made in indigenes systems. There are rumour that IRIAA is in the process of completing a domestic copy of the GE T700-GE-401 engine to be used on an upcoming Toufan III attack helicopter.

They are basically the same upgrade with the exception that the IRGC bought a few of the Panha built Toufan-2s with the Armoured canopy for its fleet.

toofan-2 is more than Armour alone , avionic , engine and sensors also get upgraded

Yes but only a few airframes were built with the armoured canopy. I have only seen two examples. I have not seen any indication that the IRGC models are "Far better" with the exception of the aforementioned examples. The Upgrades are preformed by HESA for both services. There are some differences like the FLIRs that is used but those differences are also seen within the IRIAA fleet as well and has probably more to do with what FLIR system was available at the time of the upgrade.

did anyone make an order and they didn't deliver
 
And where is engine coming from? Are these merely recannablized AH-1?

Iran has yet to show off a domestic attack helicopter engine.

Those are different class engine.

I don’t believe Iran is making attack helicopter engine from scratch or else they would have moved on to Super Cobra design they unveiled.
