This guy is the lobbyist of the United Against Nuclear Iran group in the U.S. don't expect anything reasonable out of his butt....
 
So it seems like Iran did plan in advance to build resillient infrastructure in the event of constant aerial bombardment through underground cities and networks, however there were many loopholes/vulnerabiluties in it that the US/Israel exploited to slow down the fire rate.

I guess they struck the silo exits to prevent launches and perhaps entry into the underground compounds, which prevents them from being used but at least not outright destroyed.
