During the reign of Mohammad Reza Shah Pahlavi, Iran and Germany were working on a crucial draft agreement for the construction of nuclear reactors in Iran.
According to documents I found on WikiLeaks, in 1975 and 1976, the U.S. Department of State officially informed Germany:

"We do not approve of your draft nuclear agreement with Iran. Iran should not be granted the right to enrich uranium on its own territory."
