Warhead assembly is not time consuming if you already have the blueprints and have everything ready. It can be done in a few days.

Both Sejjil-2 and K-4 are capable of delivering a strategic nuclear warhead to 1,500-2,000 km. Iran also has Kh-55 for that purpose, although it's an ALCM.
