VIP transport is a specialized mission, that should only be done by the best of the best and in a way that minimizes risks.
Also remember how Kobe Bryant’s death in heavy fog (said to be as thick as milk) just makes visibility nearly impossible, and should mean a flight should be postponed.
BeiDou-3 (third-generation BeiDou), provides full global coverage for timing and navigation, along with Russia's GLONASS, I don't think Iran uses European Galileo, and the US's GPS.
