Because they are tribalistic and has inter tribal issues. Insurgencies and rebels are ones who want to have their own tribal kingdoms. Nagas want their little region for themselves and don't want Meteis in it, khas want something else and so on and so forth. Nobody gives a shit about your muh per capita income.
