If one listened between the lines of Trump's rants, he is almost resigned to the fact that Tehran can and will charge a "security and administration fee" for Hormuz transit. Moreover, Iran can charge different countries in tiers, depending on the costs incurred in terms of "security risk".In Oman, there was only the 'Total Surrender Boat'. It is going to be very different in the Islamabad Talks. Please read the terms offered to Iran in the Oman Negotiations and what will be agreed upon in the Islamabad Talks Round Two.
It is entirely justifiable and even something Tehran should push for, that certain nations will have preferential treatment with transit fees. In fact, it is a leaf straight out of Trump's book of tariff diplomacy.
This concept never even existed before the war. So, if Tehran emerges with its regime intact and able to charge fees in Hormuz, it has won massively. Naturally there are other things they want from the 10 point plan. It would be interesting to see which of those terms Iran might be willing to sacrifice to reach some sort of compromise.
