He never said that non-Muslims will not be allowed. In past Islamic states, eg Ottomans, non-Muslims lived in safety and were allowed to practice their religion.
The Muslim kingdom of Spain lasted 800 years and most people remained Christians. The Ottomans ruled Eastern Europe for centuries and didn’t force them to convert. Muslims ruled India for centuries and it’s still got a Hindu majority. Therefore, to say that an Islamic state will oppress non-Muslims is not based on historical facts.
The problem with the current form of democracy is exemplified by America. An alien group of 2% of the population has enslaved it. In turn, America uses democracy to enslave other nations. This kind of democracy is a guarantee of being controlled by foreign powers.
Having said that, I still believe in some form of democracy that allows people to select their rulers, but one that cannot be controlled by hostile powers.

America is a Republic, not a democracy. The framers of the US Constitution were well aware democracies will eventually become tyrannies. First describe what secular meaning first. Secular is the definition from Western countries when they dont want under Church. Muslim rulers never have such thing where they need to be under religious institution. Maybe Iran is the only exception
