Qassam Brigades have rockets, but there has been a organized propaganda campaign, consisting of social media programming and political attacks against Hamas, insinuating that fighting back invites genocide, despite Israel announcing its war objective of genocide and ethnic cleansing on day one.
You also have 'resistance axis' which sold out Hamas and Gaza and rather negotiate deals with the US.
So Hamas lately is not entertaining the propaganda campaign. And the change in Syria helps as the enemy and others are focused on developments there.
