The idea of [digging] tunnels... Today there are 360 kilometers of tunnels in Gaza. There are more than 360 kilometers of tunnels underground. I won't go into details on this. Gaza is besieged and isolated. Way back in the day some people were able to go to Iran/Syria for training on anti tank missiles. Before 2008 there was only low levels of cooperation between Hamas and Iran. There were already tunnels in Gaza long before that, just in lower quantity and quality as Hamas was much smaller in 2006 and didn't control Gaza prior to that. Hamas is the mastermind of the tunnel network in Gaza. Iran helped improve it up to a certain point. Iran provided arms and designs that are resourceful for Gaza with the blockade into account.

Iran has bigger hand in building up Hezbollah and PIJ. They both don't perform well.
Which leaves us with conclusion that Hamas's military success is a result of their own experience, tactics, training, military culture, intelligence, social influence, soft power, local connections, independent control of Gaza and ability to adapt to new security realities (Israel's tactics, surprises, methods of war on Gaza ), among other factors. Iran can't make a Hamas. Only Hamas can make a Hamas. Iran can provide a lot of things to groups like Hezbollah, but those groups success is contingent upon on many factors independent of Iran. That they lack or don't do well in.
