The idea of [digging] tunnels... Today there are 360 kilometers of tunnels in Gaza. There are more than 360 kilometers of tunnels underground. I won't go into details on this. Two people came up with the idea of digging these tunnels: The first is the martyred commander Imad Mughniyeh, and the second is Hajj Qasem Soleimani who went to Gaza more than once and contributed to the defense plan from the moment it was first drafted.
 
in 2002, a 22 year old Palestinian man (Kayid Hammad) acquired a WW2 era sniper rifle and 30 rounds

in 20 minutes he shot 16 Israelis (including 13 IDF soldiers) at a military checkpoint from 25 rounds, before the rifle broke. 10 of the Israelis died and 6 others were injured.

the IDF soldiers at the checkpoint hid in the checkpoint and called reinforcements, who were also killed

Hammad managed to flee the scene and evaded arrest for more than 2 years
Israel initially thought the gunman must have been an expert or from the IRA as they could not believe a random young Palestinian man, acting on his own, could shoot 16 Israelis at a military checkpoint from only 25 rounds in 20 minutes

Israel admits 4 IDF terrorists killed and 5 more injured in Khan Younis today

According to an initial Zionist probe, the IDF terrorists entered the building to clear it of possible Resistance infrastructure, including tunnels.

The building was booby-trapped, and the explosion caused the structure to collapse on the Zionist terrorists, killing four and wounding five others, including one seriously.

As they had easy open access to Lebanon and likewise Hezbollah had open access to Syria to train there with IRGC and Syrian military. Yet Hezbollah fought very oddly in 2023-2024. Nowhere near how they were expected to perform based on Iran and Syria's big role in arming and training them and years to prepare. Though we can say Syrian civil war disrupted their preparations and they lost valuable and experienced people there.

Gaza is besieged and isolated. Way back in the day some people were able to go to Iran/Syria for training on anti tank missiles. Before 2008 there was only low levels of cooperation between Hamas and Iran. There were already tunnels in Gaza long before that, just in lower quantity and quality as Hamas was much smaller in 2006 and didn't control Gaza prior to that. Hamas is the mastermind of the tunnel network in Gaza. Iran helped improve it up to a certain point. Iran provided arms and designs that are resourceful for Gaza with the blockade into account.

Iran has bigger hand in building up Hezbollah and PIJ. They both don't perform well.

Which leaves us with conclusion that Hamas's military success is a result of their own experience, tactics, training, military culture, intelligence, social influence, soft power, local connections, independent control of Gaza and ability to adapt to new security realities (Israel's tactics, surprises, methods of war on Gaza ), among other factors. Iran can't make a Hamas. Only Hamas can make a Hamas. Iran can provide a lot of things to groups like Hezbollah, but those groups success is contingent upon on many factors independent of Iran. That they lack or don't do well in.
