The tunnel on chenab can be build in 4-5 years. It can reduce water going to Pakistan by up to 1 MAF.

A Chenab diversion is not a 4–5 year project..... Even routine hydropower tunnels take years, a basin scale diversion across the Himalayas is a 15 to 20 years undertaking at minimum, and that too at exceptionally high costs..

And 1 MAF isn't something you "trim" with a tunnel... it would require massive, multi reservoir infrastructure that simply doesn't exist and won't appear overnight..

The real issue today is far more mundane and far more immediate... upstream control over flow timing through existing hydropower projects... That capability already exists and is the only lever that can realistically be expanded in the near term...

The tunnel India is planning is only 9km lenght. It can divert 2-4% of Chenab water. You would think Pakistan should do nothing but it will invite bigger disaster. India will not stop here so there are not many options left but all out war if they go ahead.

Stop and release water does not matter. Pakistan will have to build dams on Chenab river.

Which specific Chenab project are you referring to? A 9 km tunnel could apply to several hydropower schemes, but AFAIK none of them are designed for basin scale diversion or permanent reduction of river flow...

As for war, that's inevitable
