Most countries try to have a token Airforce as a "just in case" Central Asia has a lot of disputes over water resources so the "just in case" Might be useful to not get pushed around.

The new Ambassador of Pakistan to Kirghizstan is a very talented and patriotic guy Altamash Wazir Khan. Knew him when he was in school. Has been deployed in central Asia for most of his career with Pakistani foreign office, and speaks Russian like a native.
Most probably the JF-17 visit was his idea and arrangement.

Yes, they dont even have an air force, but PAC and other related industries have a lot more to offer than just JF-17.
But i am very hopeful with Altamash, that he will push the Pakistan Kyrghez relations to a new level. The guy has developed personal links all over central asia during his deployment, and is people's person.
once again... with a defence budget of $470 million, we can keep dreaming.
JF-17 procurement itself for a squadron would be far in excess of that.
Maybe we can sell them like...3...
