What made you thing that tracking and classifying will be only done via's respective radars of each layer only. Go through the discussion about JADC2 like capabilities. All sensors and all shooters will work in unison. SHORADS will be activated if cyber, EW (Soft Kills) all fails. Remember, there is another big and immovable constant in play here and that's Pakistan's narrow geography. HIMAD and LOMAD's time to activate, calculate a response and perform a successful engagement will not be there always due to high velocity and short distance of incoming missile/cruise missile hence thick layer of SHORADS behind thinner layers of HIMADs/LOMADs makes perfect sense. Additionally, SHORADS, IMHO will address both LACM and LM threats. Enemy will try to take out HIMADs/LOMADS early on. SHORADS will be deployed not only on airbases but at critical radar installations and around batteries of HIMAD/LOMADs.
