but in PNs case it's ships are very unlikely to move beyond coastal waters. PN is not going send it's surface ships into deep ocean for surface action because it would sucide to do so it would not need to allocate submarines to protect independent surface groups.

Because peacetime patrols is not same as sailing out when you are in conflict with a adversary with a far more capable surface fleet.You are not making sense here, what has that got to do with the tasks the surface fleet currently undertake?
