Second week of August 2026 a short video became viral on yourtube a young lady alleging and shouting at Islamabad Airport that جو رشوت دیتا ہے you let him board and who does not you offload him. This video immediately re-flashed how mass offloading our airports has witnessed since early first half of 2025. Initially through youtube it was learnt the concerned demanded from the outgoing passengers an Affidavit from a Grade-18 officer undertaking that the passenger concerned would from the destination not proceed onward to any other destination and would invariably return back to Pakistan.
2. Without any pre-announced policy how can a passenger with a Boarding Card in hand arrange at the spot/airport a Grade-18 Officer with his official stamp, an Affidavit judicial paper, a typewriter to prepare an Undertaking Affidavit then and there which is similar to the police asking from young couples on the beach or in the gardens instant production of Nikhanama. It is now more than a year this Affidavit requirement or otherwise never ever brought even one single official statement or word from the concerned meaning of which silence each citizen well understands. This old himself heard at least three advocates in these v-logs that if one had a Rs. 1 lac to Rs. 1.50 he can pass through which is technically the same expression the above young lady was heard alleging in the clip.
4. Later from time to time these v-logs divulged different reasons for offloading. A lady was off loaded on account of Nakanama. Is Nikhanama a travel Document? Certainly not. It is for obtaining visa. This old for 42 years abroad handled VVIP Royal visas except for Germany Embassy never any embassy asked for Nikhanama only in case of family visa. Two passengers going to Malaysia on visit visas were off loaded on the pretext they were going in “search of” employment there. Both, after having suffered financially still able to suffer further more in connection of court struggle, approached the High Court which allowed them to proceed with directive to the concerned that reason for offloading must be given in writing. Reason for each offloading is already “entered” officially in the computer. But the issue which was before the court, court never, not mysteriously touched nor would ever be touched, that where is the written law of Pakistan which prohibited anyone going abroad “in search of, or for finding” employment abroad? The only law existing is that anyone “Going on employment” meaning having already got an offer of employment, an employment letter, an employment visa would not go abroad without registration with the protector.

Our concerned authorities there should be no doubt, are doing a fine job in protecting the interests and reputation of the country by its extended vigilance in stopping illegal flow of Pakistanis abroad earning bad name to Pakistan but stopping on alleged “Affidavits” or remaining tight lipped on reports about demand of this officially undeclared Affidavits definitely raises genuine questions. There is a Finding of the Federal Ombudsman dating 1988-90 directing the National Savings that all terms & conditions should be clear, not in any ambiguous words or in fine print so that the parties knew well in advance where they stand. If an Affidavit is an official requirement, it should stand officially declared and widely publicized.
6. About 15 years back the Federal Ombudsman Pakistan taking note of passengers increasing problems created a One Window Facilitation Desk initiated a very revolutionary One Widow Facilitation Desk for Overseas Pakistanis at all our airports where all stakeholders sit together at one counter. Though the concept was basically good but the fact is passengers both departing or arriving universally have to pass through different distance channels which can’t be monitored from one single window. For example if a passenger having cleared all steps at last ASF final security check faces any objection, having Exit stamp on his passport in no case go back to One Window in the Main Departure Hall. Nature of passengers problems have changed and aggravated out of ability of any One Window. Since more than a year youtube is flooded with different sort of stories weekly about passengers problems. Not a single word has been read or heard of on same very youtube about any assistance or rescue One Window providing to the aggrieved.
Today we have only one national agenda namely new provinces or new administrative units purpose of which is nothing but only as best how to dwindle down the left over national wealth. This change in whatever shape would bring nothing material to the commoners other than creating new seats for left over dear ones of those whose support in the parliament is badly needed. With same very faces and mentality how can any change be expected. This debit ridden nation has for Overseas Pakistanis a Commissioner. Did anyone read or heard of if he woke up or took any interest to see what was happening on our airports? At least nothing has passed through my eyes. So what change with same faces would come when, for example, the Commissioner Office worked under new system? Today, yes today September 03, 2026 Daily Urdu News Jeddah quotes a Pakistan returning to Pakistan after five years when he was halted for five hours.
It is high time that in place of this One Window some other revised set up is established keeping in view the present “points” causing offloading. Due to too old age I can’t recall but it was sometime around 1990 when I took up the issue that there should be a comprehensive booklet or guide containing all procedural requirements of each stakeholder at the airport enlisted. I was provided some 10-12 sheets containing policy requirements of each Department. These all were tactfully drafted leaving deliberately way for “self interest”. I re-drafted all which finally was approved. As far as I can recollect it was then in a small guide shape printed to be made available at all airports, to be handed over by airlines with each confirmed ticket issued, at Embassies counters, Pakistani clubs abroad for distribution. This may be recompiled with minute detail with no ambiguity left, displayed on concerned websites, be updated regularly and last date of update.
