tbh these airforce strike tactics are great for reducing blue casualties, but are so high risk in case of bad intel.

Pak mustn't have open border control. There can be visa or permit based entries. Lands should be demarcated and future transfer and other civilian matters must be solved through courts and government offices, not through jirga. Jirga should only be for peace or political activity.
