Actually even New Yorkers won't pay for it. Pretty soon, much of the pricey Manhattan real estate is going to be owned by Russian, Chinese, Arab and Indian billionaires. Even US-based homeowners will just establish their tax home someplace else where the taxes aren't so ridiculous.

Lowering the cost of living by changing codes to allow the building of more housing should lower the rents and allow workers to be able to afford to live in New York on their current salaries, lowering the burden on most private employers to raise wages.

Btw, being a place where innovation and fostering talent is what the city is aiming for, similar to California. This is why tech, especially in fields mentioned above, is important for New York’s growth, and why a vibrant city is valuable. Attract talent and hold on to them.

Btw, many “young” (under 40) people call Manhattan (the city part of New York City); “Work Island”. The jobs are there, and with many staying single and not having kids, living in the other boroughs or possibly just over the river in New Jersey, in a small apartment is the right fit. These neighborhoods are where the money is spreading out to all parts of the city, and hence why middle class live all over the city, while many wealthy follow, to live in vibrant neighborhoods these middle class young people have built up to the living standard the wealthy want.

New York’s future is not in being a race the bottom for the cheapest housing as in the 70s, but a rise as a premium location, with enough space for the middle class and working class people that service the wealthy and the innovators and tourists. A vibrant city allows the city to be diversified and resilient in an economic downturn, because top talent is available to work in new businesses at affordable labor costs.

Maybe some people with families or businesses in the Bronx , Queens or Brooklyn who have come into money continue to live there, but no one without previous ties and budget constraints would choose any neighborhood there over the nicer parts of Manhattan-certainly not the centi-millionaires and billionaires Zohrani is targeting with his income tax hikes.
