Yes.
Choi Hyun is a CCP member.
Prior to the Japanese surrender in 1945, he participated in anti-Japanese activities in the Northeast China Resistance League.
After Japan's surrender in 1945, he returned to North Korea with Kim Il Sung and founded the DPRK.
In modern times, his son is probably better known than him. His son's name is Choi Yong-hae.

Almost all of the ship's weapons systems are of Russian origin. Some of the weapons were supplied directly by Russia; others were supplied with technology by Russia and manufactured by the DPRK itself.

The source of the ship's radar technology is a mystery.
China will not provide North Korea with military-grade advanced radar technology or products. Russia does not currently possess the radar technology demonstrated by the ship.
Some Chinese military enthusiasts have analyzed that the ship's radar technology may be an improved imitation of Chinese civilian radar technology by North Korean research institutes. The relevant Chinese regulators are aware of this, but have not prevented it. ------ This approach is the customary way for the DPRK to acquire relevant technologies from China.

The real answer to this question is both simple and complex.

However, it is difficult for the people of South Asia to understand this kind of thinking, based on different cultural concepts. If we discuss this topic in depth, it will cause great controversy.

China and India introduced Su-30 almost at the same time, Russia provided India with the top version of Su-30MKI, which had all the advanced technologies at that time, while China bought the most basic version of Su-30MKK.​

China has already surpassed the Su-27 family. China's fully indigenously developed and produced J-16 has surpassed all fighters of the entire Su-27 family.​
So far, India is still unable to complete the autonomous production of Su-30MKI.​

Decades ago, China customized the JF-17 for Pakistan and carefully taught them to build it. But till today, Pakistan is still unable to produce any subsystem of JF-17. They can only produce most of the JF-17 airframes and the core structural components still need to be supplied by CAC.​

It is a real shift since North Korea started doubling down on support for Russia. We have to temper that Russia also hires North Koreans for the labor market in the Russian Far East.

The Russians also seem to want to keep that part of Asia a place where any potential Russian adversary is bogged down, dealing with a more powerful North Korea.

Yes, this balance has become more clear in the past few years, especially with the rise of Kim Jung Un and the death of his half brother and the story about his nephew.
