I remember that as well as Unabomber email bomber software. Had a guy at Motorola who liked to play practical jokes. After being on the receiving end a couple times, it was time to turn the tables. Used that to send 10,000 messages to his pager! LOL.

It was the last time he did that.
 
Interesting puzzle. I first thought it could be used for potted plants, until I realized the difficulty watering them. The glass wall suggests the shelf can be used to display art, but that doesn't explain the square part directly over the bottom of the stair. That might have held signage for people walking down the stairs. My hypothesis is that this is a small museum area that's under renovation.

What do I win?
 
I think I will adjust my route in July to veer away from your area on my way to Camp Perry. You're not too far from I-40, right?
About 45 minutes north of Tulsa town. On I-44, turn north on 169....

I usually take I-40 to I-44.
80 miles of bent guard rails until you get to Tulsa.

Entertainment is when you see a semi in a field, passing 90 mph.

LOL, used to deliver between OKC and Tulsa every week between four and six in the morning.

I stayed at Tulsa for 5 weeks in 1995.
My introduction to Tulsa was getting lost driving a newspaper box truck to Tulsa World downtown on Third Street.

Earlier that day, the driver quit at the printing plant and I stepped up to get papers delivered after my shift to Tulsa (never been there before).

Head of production, like me, was from Detroit. We were both outside on a smoke break talking about the Detroit Tigers when the driver started making demands and threatened to quit.

Whispered to the production manager I could use some extra hours. We let Frank talk himself out of his job and it was given to me.
